Resolution
To resolve this behavior, the file must be decrypted by the user who encrypted the file, or by the designated Recovery agent. Files that are encrypted by using the Encrypting File System (EFS) are accessible only to the person who encrypted the file, regardless of the other permissions that are on the file.

step#1.
- Right click on the drive.
- click on the properties menu from the pop-up list.
step#2.
- select on the security tab from the displaying dialog box.
- Then click on the advance option.
step#3.
- Advance security dialog box will open .
- click change option in ownership.
step#4.
- Select user or group dialog box will open.
- click on advance option.
step#5.
- click on find now.
- And select everyone from the list. then click ok.
